Wikipedia gives some context and, from what I can gather, he's more of a pet than a crime fighting sidekick like Ace. Nevertheless, this seems like something for a wacky "elseworlds" tale. I'm astounded that this was a canon thing. Either way, it's freaking amazing and one of the reasons why comic books are so glorious and wonderful.

Daily Dose of Awesome: Bat-Cow
I'm not as in the loop on comics as I once was. While it's easier on the wallet, it does mean I miss certain things, like the existence of Bat-Cow. Yes, apparently, Batman recently acquired a bovine sidekick. I knew about Ace, and I knew about the super pets (dog, cat, monkey, and even horse), but this one threw me.
